Position Paper

Biochar Europe (BCE) has formulated a position advocating for the integration of Biochar Carbon Removal (BCR) into the EU Emissions Trading System (EU ETS). This comes as the EU prepares for a comprehensive review of the carbon market in 2026, which will address the inclusion of carbon removal technologies.

The review, expected in the second half of 2026, will mark a key step in the evolution of the EU ETS, intergrating carbon removals between late 2026 and early 2027. BCR, with a Technology Readiness Level above 8, is the only reliable and permanent carbon removal solution already delivering at scale — with 130,000 tonnes of CO₂ emissions removed by the European biochar industry in 2023.

While BioCCS and DACCS have dominated carbon removal discussions so far, biochar is increasingly recognised for its potential as a stable, safe, and functional form of carbon derived from residual biomass. As the 2026 review approaches, the European Commission continues to develop certification methodologies for carbon removals, with the outcome likely to shape biochar’s role in the EU’s climate strategy and its contribution to climate neutrality.
